I'd think either the regulator IC (in the forground) or the big power transistor it uses for current (not shown) would be bad, but nope. It was that little transistor underneath the IC that was a dead short, even my component tester said it was a resistor. Fortunately, it's an S8050 type, easy to get. Put a new one in, and it's back in operation. Like I need another power supply...

What voltage?

It was designed to power car devices on the bench, so the original output was 13VDC (slightly adjustable.)

I took it down just a little bit.

Nice nominal 12v. I may still have one buried around here.
