I don't know anything about that particular model, but I do know that some of the newer so-called "smart chargers" won't turn on unless they're connected, and more importantly, can detect at least some charge from the battery in question. The older ones didn't have this issue, but you had to watch them closer to make sure you didn't over charge a battery. I would hook it up to a known good battery, then plug it in and see what it does. If the battery is good, and the charger still doesn't turn on, then either the charger is bad, or possibly some corrosion somewhere is preventing the circuit from being completed.
