I don't know what he's talking about, I saw lightening in video's over ten years ago online that showed how it met above the ground rising up and dropping down out of the sky and meeting as the negative and positive charges attracted each other. This was I believed a known phenomenon for decades at least. That is why they were doing those experiments for energy by charging towers with power as to attract lightening around 20+ years ago.
Of course you'd need a ton of copper or other conductor under the ground to channel those huge amounts of voltage as they were drawn out of the clouds that they did not have at the time, just a few small towers with a charge to draw the lightening and then I heard nothing about it after then, I just assumed the experiments failed or funding was cut. I believe this was done in Florida in lightening alley so the chances of a hit were highest.
