in shitty CA, the DMV does this.
NEW: Today I wanted to do a temp mail forwarding online and now the US Post Office charges YOU $1.10 to do a background check of some sort on you and you also can check a box to register to vote along with your mail forwarding. That sounds like an invitation for duplicate mail in ballots.

It used to be free at the office, but they do the credit card thing to verify you.
What's really funny is I can, if I know your address, put a hold on your mail for up to 30 days. You'll get a letter explaining that your mail is held and if you didn't hold it, use this link and code ... which you won't get because your mail is held!
