There is another distinction to be made this article ignores. There is a difference between receiving your ballot in the mail after you have registered somewhere and asked to receive it in the mail so you can fill it out at home. Then there is the issue of submitting your ballot or casting it. This is when you would show up as a physical person with an ID and turn in ONE ballot at a place and time. One could say that that, is when the election happens, when a registered voter CASTS their ballot vs how they receive it.

So you could have mail out ballots while still at the same time having voting taking place in person with ID in one place at a time.
