Agree that there's a lot of blackmail. It also seems there are cases of people who mean well but don't understand the system - not seeing how their "good" will be used for bad down the line. An example of that is states adopting the ERIC registration system - well-meaning decision-makers bought the narrative that ERIC would clean up voter rolls and adopted it.
