I'm under the impression each respective States Legislature has Jurisdiction over every aspect of Elections run in their State, and are the ultimate authority to investigate, recommend/ pursue prosecution to law enforcement and the judiciary. It's a failure of the Legislatures to ensure free, fair and transparent procedures.
