Unfortunately, suing Federal Agencies without suing the people involved and making them personally liable will result in no changes at all. These agencies don't care if they lose because they will just drag out the court case as long as possible and, when they lose, will pay the fines with government money. I understand it is more difficult, but to get meaningful changes, we need to get personal.
