I suspect that the creator behind the meme is a Chinese asset. ANY political messaging on social media that seeks to depower the US or create division has origins in Chinese disinformation campaigns. Even if the creator wasn't directly a Chinese asset, he's indirectly supporting initiatives from the Chinese Government.
