So by that standing can we impeach that nigger obama still? Since there is no rule about when the impeachment or trial is done whether it is in office or out of office?

Short answer: Yes.
Longer answer: The Dems know that no one in the Republican party would dare to submit articles of impeachment against Obama, Hillary, et al so they aren't worried about the precedent being set.
That is what I was thinking as well. The issue is we won't have the majority votes to back them.
I doubt the Republicans will ever have a majority in either house again. The only thing I can think of that might impact the 2024 House races would be a concerted effort to oust vulnerable Dems and RINOs that starts immediately and doesn't let up until the election. Waiting until "election season" would be too late.
Of course, that doesn't factor in electoral fraud.
