No. They aren't. They're only a distraction when education isn't happening. That's only the case due to nonWhites. White schools do fine with cell phones, kids turn them off / mute them and are polite etc.

I assume so. When I was younger, cell phones were always banned. Apparently that changed at some point.. Which is really fucking stupid.
