I used to live in Phoenix where this system was basically in place as described in the headline. Schools would compete vigorously for your students and knew that you can and would fire them at any time without warning. Night and day difference.

Almost every light commercial development contains a school once the rents come down a bit. There are also free standing private and charter schools. Highly recommended.

Also Arizona determined that a $1000 donation to a private schools saves the state $1500 in education expense. They allow you to make a pretty large donation to schools and receive a 100% tax credit for the amount donated.
