Take these institutes and couple them with the 'thousand talents program' that the CCP has used to completely infiltrate academia further to include tech and defense. Spying is incentivized through social scores for 'the people;' notwithstanding that cheating in-and-of-itself, is an integral virtue in collectivist culture.
