Yes, this is exactly how it currently works.
These are the people in charge of teaching our kids.
They didn't put the CNN gear on top of the teacher gear.
Those gears aren't going anywhere.

If the parent gear attempts to turn the student in one direction, the teacher gear is configured to turn the opposite way. Exactly how the system is designed.
If the student gear were to be disengaged, the parent gear, smaller yet the same amount of teeth, resulting in more torque, the parent gear would destroy that government agent gear.
Get rid of the teachers and it works!

Also notice the parent gear is smaller. A subtle and noticeable element.
