Dear God.. I thought it was getting bad when I was in high school during the turn of this century.. they took all of the stall doors off of every toilet in the school.. because somebody might light up a cigarette, and that's somehow worse than robbing ALL of the young boys and girls of their privacy

That's what happens without corporal punishment in schools, there becomes no way to adequately make an example out of someone in a way that sends a strong and clear message to deter risk of getting caught and it forces a state of constant surveillance in order to catch every single infraction so as to work as a deterrent and it still doesn't work if there's even a small blind spot or even a bit of leniency. The same applies out in the real world as well, for example I've never heard of many sluts engaging in public indecency the middle east because they will be stoned to death if they do, yet over here we recently had news stories of a porn slut who had appeared to have had a partially nude photo taken in a semi-public place, news organizations were able to identify who it was, and yet the whore walked free for long enough to OD. It's quite possible and even likely that she was actually standing in front of a greenscreen when the photo was taken, however the mere implication should have been enough to condemn her.

Granted they do just want to destroy privacy and don't give a damn about bad behaviors, but brutal and excessive punishment is key to an orderly society in which privacy can be maintained.
