The vehicle I was driving met the age requirement, but being from the 80s had the EPA fluff factor built in, there was no way that thing got 40MPG when it was new. It should have been off the road and I would have happily taken the cash for it to get something more modern.
The point became moot in 2007 when someone T-boned me and I got a new vehicle which I'm still driving.
