The more people actually go on strike the more the UAW has to pay them out of their strike fund.
If they strike only certain plants and departments that force shut downs elsewhere then the subsequently laid off employees are drawing regular unemployment instead of strike pay.
That way you get the effect of a bigger strike without having to actually pay for it out of your own pocket.
