The sanctions are not merely a failure, they're a self-inflicted wound. Wise leaders would admit as much and opt for some Plan B, and if no Plan B is workable, capitulate to reality.

During the 70s (cold war) the US didn't import anything from the Soviets. However, Canada did. One of the things that the US needed from the Soviets was tungsten ore, scheelite. Canada bought the ore from the Soviets and "exported" it to the US. How do I know that? I was one of the guys who hauled it. Picked it up in Vancouver, BC and hauled it down to a rare metals refinery a few miles out of Rovana, CA. Rovana sits at about 5000 feet and it was a 7 mile climb from there. Don't know the altitude of the refinery but those old diesels went nuts with exhaust, transmission, coolant etc. temperatures. The last bit was done in 2nd gear.
