Too bad the Boomers in both countries can't see the obvious solution, crypto with lighting network. Better than SWIFT, faster, state currency neutral (no one country gets to be the reserve currency), cheaper. Quicker to deploy then trying to recreate SWIFT. Also way more tested for security compared to whatever on the fly infrastructure they try to create for their new SWIFT that will attract hackers. Being state currency neutral will be more attractive to additional countries, who might not want to join their neo-swift for fear of giving legitimacy to something they see as something they could create themselves centered around their currency. The funds received through it may be more fungible into the Western parts of the world that may blacklist any bank that uses the Russian-swift. Lightning network basically is the same idea as SWIFT / clearinghouses, if they ran cheap, programmatically, secure, instant, and without ridiculous amounts of administrative and legal overhead. Anywhere you think a clearinghouse would be useful, lightning can do it better, and SWIFT is basically just a collection international clearinghouses following some standards.
