I don't even understand this dilemma. It's up to an employer to set shift and full time hours. I used to work for a company where 25 hours was full-time. If every office ever is open from 9 to 5 with two shifts that's no one's problem but the companies in question. If you want that changed then take issue with the outdated companies (and government) who keep it up.

Maybe they're going to lower the overtime enforcement at 32 hours instead of 40
