While I'm sure much of it was from people that couldn't manage their money, a large amount is likely people who had payments set up on automatic draft and didn't receive any or full pay.

That’s what the overdraft fees I saw were from most of the time when I worked for a bank. Companies do auto pay then don’t charge on the right date. My internet bill does this to us constantly even though we had it set to a different date, timed with when we get paid, they changed it after we signed up. They’ll reset bill day to what we asked one month then put it back to the wrong date the next month, it’s awful. I’m glad we don’t have overdraft on or else we’d have hundreds of dollars worth of fees. Many people don’t notice or care about the fees too so it adds up. I bet a lot of the people who lost their jobs or didn’t get full pay forgot to cancel certain things or had trouble canceling which can create a mess. Some companies make it very difficult to cancel on short notice. I’m so glad I wasn’t working for that bank during the ‘pandemic’ cuz I’m sure that was hell to deal with.
