What are cartels going to do? Send footsoldiers at every retail store to bomb the place? How about mail deliveries, they are going to burn every mailboxes?

What they are going to do? Either they launch a murder/terror campaign now to prevent legalization from becoming a thing, by murdering anyone advocating for it, or they switch to another illegal trade, simple as that

They can't be everywhere, and with legalization even random people can manufacture their own dope if they want, and the gov doesn't even have to hide in the jungle/countryside to cultivate coca and transform it on a mass scale...

Because that's what cartels do, they hide their activity away from authorities... For a reason...
