It looks like he's doing the kamehameha, which is usually white or blueish white. He does have a technique called the mafuba (or "evil containment wave") that is green but doesn't look at all like a ball.
I would guess whoever designed the figure just thought it would look good if it matched his sunglasses.

Actually I meant the sunglasses. When I watched it they were always red.
