Let me play Devil's Advocate, and say that if the door opens outward, you might want to have some room to stand to one side of it when you open it, so you don't get pushed back out into the rain.

Having said that, it looks like shit. Even worse is the mix of red brick and stone. Even worse than that is building a brick Nazi bunker on the front of the house when a simple overhanging roof would have been sufficient. It's too fucking small for a porch, so why enclose the sides? Bad design, bad judgment, bad taste.

I wonder what country the immigrant bricklayers were from that added that entry, and if they're still laughing about it?

First thought that should come to mind is "is there a functional reason for this?"

Otherwise people are just being OCD retarded, and should never be trusted with decision making.

The path was misaligned with the door in the first place. It was a no-win situation for the builders. Either they built over the path, blocking it, or they did this, which may not be a total disaster if the door opens inwards like most outer doors.
