You know, and they don't need to be actively malicious. Failure to perform maintenance knowing shit will hit the fan is just as bad.
Example : I know the winds will come like they do every year, so I'm going to make sure there is a compromised power pole that never gets fixed , and I'll make sure I disable or otherwise hamper warnings and let it play out.
