The deep state would never want hundreds of millions of people to die in a short time because that would be obvious and lead to chaos and disruption. A treatment that slightly increases blood clotting is all you need, especially when it primarily affects older people. People die of stroke and heart attack at a slowly increasing rate that can be explained as a result of stress or climate change or lack of exercise or whatever. No panic, no social unrest. You can keep giving booster shots every year of varying concentration to fine tune the rate of death to the level you want in the next 12 months.
