Some time back I checked on the snow levels in Aspen Colorado. The snow levels have been pretty steady for the last 120 years. So that indicates the water feeding the system has been steady for 120 years. It's not climate change causing any problems here.
It's people. Too many people using too much water.
Which people? Check this out: illegals. Yep. Sure sure agriculture takes a lot. But think about it. The people managing this system can plan for population expansion ... except for extra randoms: illegals.
So first, stop the flow of illegals in to the country.
Next, kill all of the illegals who are in the country. Just kill them. Burn their bodies and use the ashes as fertilizer. Really. All of them. Men, women, children - every last one.
THEN, at that point, you can reliably plan for the future of water use.
