The canal uses a system of locks. You should read up on how the canal was built. It's a fascinating engineering feat. One I doubt we could replicate with affirmative action hires and removing white engineers.
No doubt. Can't water be pumped from the ocean at higher elevation into the lake?

And ruin the entire local environment while not solving the water problem. The ocean is salt water, they don't have and aren't building the desalination infrastructure to get drinkable water.
