They don't run out of ocean. The canal is like 40m higher than sea level. Ships pass a lock and dam where they are raised to canal elevation, then sail the canal and are lowered through a lock and dam on the other side. The drought would effect river, lake, and canal water level, not sea level.

I pondered how tides would not race through it one way and then the other before I learned this.
