Would be funny if they did it to purchase some land close to the harbor and make your own ramp that people can use in exchange for money and then i would sit there and watch/record to see all fails and upload them.

Lake Mead provides water to the states of Arizona, California, and Nevada as well as some of Mexico, providing sustenance to nearly 20 million people and large areas of farmland. If the reservoir dips below 895 feet — Lake Mead would reach dead pool, carrying enormous consequences for millions of people across Arizona, California, Nevada and parts of Mexico. Experts from the Bureau of Reclamation say Lake Mead stands at a tier 1 shortage, and have predicted that Lake Mead will reach a tier 2 level by 2023 and a tier 3 level possibly in 2024.
