The reason is really simple: more people.
Look up the snowpack in Aspen, CO for the last hundred years. In the last few years, it's about the same as it always has been. Not too much of a change. And yes, while rainfall over the west has been slightly lower in the last 20 years, the difference doesn't mathematically explain the lower river levels.
The population of California (especially southern CA) has absolutely exploded in the last 20 years. Also, the populations in the lower western states has risen sharply. Wonder why? Illegals have a lot to do with it. And that's it. Same water + more people = less water per person. But oopsie people are using the same amounts of water = less water all around.
Politicians keep trying to push the 'climate change' bullshit. Nope. It's just more fucking people, a great number of them being illegals.
