Draining it out of Flaming Gorge in Utah. Lake Powell is the bigger worry. On Aug. 1, Lake Powell’s elevation stood at 3,553.8 feet above sea level. The action point, or so-called target elevation is 3,525. When that point came close in July, Reclamation moved quickly to order the emergency releases.
Powell’s hydropower plant stops generating power when it drops to 3,490 feet in elevation, according to Reclamation.
Pretty sure they're just taking water from Lake Powell.
Simple physics of displacement. You throw more bodies in, the water level rises.
