Desalinization is a cost effective and easy option. Wonder who's preventing that option.

My guess is inertia is playing a nontrivial role. However as H2O supplies shrink, the pains of mandatory cuts to homes, businesses and agriculture will be higher than the pains of building desalination plants, and then inertia will be overcome.

Lake Mead provides water to the states of Arizona, California, and Nevada as well as some of Mexico, providing sustenance to nearly 20 million people and large areas of farmland. If the reservoir dips below 895 feet — Lake Mead would reach dead pool, carrying enormous consequences for millions of people across Arizona, California, Nevada and parts of Mexico. Experts from the Bureau of Reclamation say Lake Mead stands at a tier 1 shortage, and have predicted that Lake Mead will reach a tier 2 level by 2023 and a tier 3 level possibly in 2024.
