This survey is their perception of English Canadians thinking they are inferior, it doesn't mean English Canadians actually believe they are inferior.

I think they have a victim complex.

You are correct on both points. Though I was using inductive reasoning to gauge the Anglo perception of Quebecois by citing this survey. I can tell you however that the reverse is definitely true.
