I'm pretty sure they're just acknowledging that Israel considers them an enemy. To a rogue state like Israel every country is an enemy in one way or another. This is why they do things like the U.S.S liberty attack against their supposed ally. It's also why their lobbyists (who uniquely don't need to register as foreign agents) make sure we send them billions every year, despite being one of the richest nations in the world. They don't need it, it's simply another form of attack.
