Ok, I read up on it and now see the distinction. If you're referring to Ukraine as a country, it should be without the 'the'. If you want to refer to Ukraine as a vaguely defined region, then you'd add the prefix. Ukraine is obviously a country (although a basketcase of one) so I don't see the merit of referring to it with the prefix, other than to imply that it isn't one.

You're missing the point. He spells it out in pretty clear terms in the article. There's a reason what your "allowed" to say constantly changes for arbitrary reasons. Anyway, best of luck to you.
