I'm no techie but how I see it is Tor keeps getting upgraded, on version 3 onion or whatever. Even if Tor isn't the answer the idea behind it is, a system that can't be tracked or taken down. There are a few other projects like Zeronet and Aether but didn't really work well for me (and it's pointless if no one else is there).
