If you think about it it's not that high of a number in terms of number of people. If each person have $1 a month that's only a million people. I'm sure it's more than $1, so let's go with $5 a month. That's only 200,000 people spending a pack of cigarettes a month. If you assume they are all Americans that's about 0.06% of the population. Honestly that's hardly a noticable amount of money for a non noticable part of the population.
