yeah they claimed there was a cooling water intake pipe that had issues to one of their reactors. Nuclear is heavily regulated im surprised they allow any reactors to operate without winterization steps just because of the genie in a bottle nature of nuclear. I would be surprised if the failure was from lack of winterization or was just something they hadnt accounted for under those conditions.
