"Not voting" is not a long term strategy. Say that 50% don't vote. 30% of the rest vote the first party. That's actually 15%, but the "winner" will claim that he got 30% and "let's hail democracy". He will still have control of the state and so on.
Caesar didn't vote. The Muslims in Sweden don't let their women vote. Doing other things can absolutely work.
