Sorry but I think this article has it wrong.
The point is that handing students 'freedom cards' gives the implication that they are not free unless they have that card, which is the reason why they were scrapped.
I don't however get why it is necessarily more offensive to blacks, any offense caused by such an implication would affect anyone that is issued such a card.
