Maybe. But I have to assume it's more subtle than that or why would he even bother tweeting he's gonna do things in the first place. I guess maybe some of his supporters will not look into it very much.

He was probably just informed soon after that it overstepped what the CIA wanted, and he shouldn't run his mouth even on the little things without consulting them first.
