Yeah, in a situation like that, black markets will spontaneously spring up. Initially, the government might have the upper hand, but I'm confident the tide will turn against them when enough people realize that the time to be passive is long gone. When I think about that time, I always flash back to the scenes from The Terminator, when the resistance is fighting Skynet.
