The thing is that Greek politicians will do anything to avoid an escalation during their office time. Not to mention that this "poor refugees are welcome" thing is a vital tennet of their policy and even now many of them demand to let the entrance fully open. So as the article suggests what is going on is just a scheme to avoid a revolution by people objecting colonization and not a serious attempt to block the invasion.

Yeah it's reasonable to want to avoid conflict when you can. But there can be consequences if your enemy knows confrontation is not an option. I think Anglin said it well here:
