Maybe personality (or perceived personality) is used more often to persuade the masses. How often have you heard someone say of Soleimani 'well he was a really bad guy' even though they didn't know who he was a week ago? Lots of people in politics are 'really bad guys', but it only seems to come up when we want to bomb them.
edit: all that to say I think pragmatism carries more weight.
