I wonder how much personality weighs in on international relations, rather than pragmatism. So far Canada hasn't been nuked, so I think the latter outweighs the former.
Maybe personality (or perceived personality) is used more often to persuade the masses. How often have you heard someone say of Soleimani 'well he was a really bad guy' even though they didn't know who he was a week ago? Lots of people in politics are 'really bad guys', but it only seems to come up when we want to bomb them.
edit: all that to say I think pragmatism carries more weight.
