From the post: "Have you ever wanted to design a full end-to-end software solution to collect occupancy data across a college campus?

I didn't think I would either, but here we are."

This project just perfectly describes the mark of the beast because most people carry around a unique identifier around with them all the time.

There's also a way to do this without depending on bluetooth or device WiFi being enabled. Simply put an active WiFi transmitter in an area you want to count. Then all you do is measure the reflected WiFi signal and do DSP to determine the number of people in the area. No one would ever know.

A different technique is to trigger the RFID on many cards people carry.

Yeah, there are hundreds of different ways to do this without people knowing. I thought this one was interesting since there was a college that had a project like this a few years ago that used Raspberry Pi's to do the same thing but it was "found out" when a student found what they thought to be a rogue/abandoned raspberry pi plugged in somewhere in a library or something on campus then set out to reverse engineer what it was being used for. Im fairly sure that was on Reddit but I remember being linked to it from another forum.
