If their phone system was as old as the building, that's 15 years. It was probably some ancient Avaya server farm and it just died because the stuff is getting old, and they don't want to spend any money to replace it.
This isn't like the old days when a 1A2 Key system was designed to last 40+ years.

It seemed to me that phone service VOIP is pretty fundamental tech these days and Phone is essential to running a Police Force. Mind blowing to me that this is an issue (overlooked in the project plan?) and has not been immediately resolved, now a lingering issue. I would fire the project manager for this level of incompetence. Lives are at stake.
Balls were certainly dropped here, but the equipment probably exceeded it's life. The issue here is that there was no budget for upgraded systems.
If it's like any place else I've ever worked, the bean counters upstairs didn't think it was a problem until it quit, then it's an emergency.
"LAPD High Tech headquarters" upgrade with insufficient budget? Bean counters defining the project plan? If that is the case, this upgrade was fucked from the start, maybe purposely. I would not be at all surprised if there are other issues besides the phone system. Like a high school kid spec'd out this project. Maybe it's just me, but I find this to be jaw dropping incompetence at the level of DEI madness. I've planned and executed intensive projects requiring in-house hardware and software development to meet new product introduction; unforced errors were not allowed, I would have been fired or told to start looking.
