They will use the same tech they use to find pot growers and will begin raiding these people on days when others get brown outs to condition the public to accept the idea of "electricity over use crimes".
The fact that our government has failed to maintain a basic 2nd world infrastructure will be blamed on "electricity hogs". EVs of course will never be included and 10 years from now they will be raiding your house for your air conditioner being on.

i believe the purposeful killing of fossil fuels without a proper reliable substitution, while simultaneously pushing the world to use things that specifically use MORE electricity (EVs, electric heat pumps, batteries for tools/household items/electronics) is deliberate and intentional at the globalist order, but being carried out at the nation/state/local level by dim witted, bleeding heart, emotionally driven morons who are used like pawns to push bs against their and their community's own best interest.
going off that, yes they will blame everything except the direct source of the problem itself; their own fucking policy backed by biased "research". they will have very, very selective outrage as you've indicated. the fact they brought about the very problem will be ignored, but small infractions against their baseless nonsense will be used as justification for routing out the undesirables. this will be used to find the disloyal citizens, since it clearly has nothing to do with the stated goals in a sane and logical world.
