I would suggest spending it before they do what I suspect... get some survival/camping gear, some ammo... and be ready to bug out or hit the warpath if the "fatal wound" comes to your area... Then why have you dismissed the doughnut-death-chemical-factory as a vastly more efficient and cost effective way to do exactly the same thing?
An idea is always tinfoil if it requires more than one person to keep quiet, is a billion times more expensive than an alternative, and isn't already explained by diversity hire incompetence/corruption/laziness
